Business Leader Rick Tullis Announces Candidacy for McLennan County Judge

WACO, TX – On April 21, Rick Tullis announced his candidacy for County Judge of McLennan County, Texas. A dedicated community servant with over 30 years in business, Rick enters the race with a proven record of leadership and a clear vision for the county’s future.

“Scott Felton is an outstanding County Judge,” said Rick. “His experience has been vital to McLennan County’s success over the past decade. Now that Scott is ready to pass the baton, I’m prepared to lead and build on his achievements. I believe I’m well equipped to address the challenges facing our community through responsible governance, strong economic growth, forward-thinking infrastructure, and a focus on community well-being.”

About Rick

Born in Plainview, Texas, Rick Tullis moved to McLennan County to attend Baylor University. After graduating in 1993 with a Bachelor of Science in Mechanical Engineering, he settled in the Waco area with his wife, Elizabeth. Rick went on to become a founding partner and President of Capstone Mechanical, retiring in 2023 after a successful career in engineering, contracting, and manufacturing within the HVAC industry.

Rick Tullis has an extensive record of community service and leadership roles, currently as:

  • Trustee, Midway Independent School District (since 2013)

  • Executive Board of Advisors, Greater Waco Advanced Manufacturing Academy

  • Chairman, Public Policy Committee, Greater Waco Chamber of Commerce

  • Co-Chair, Advisory Committee, WorkSITE Workforce Training Initiative (City of Waco/TSTC/McLennan County)

  • Vice-President, Central Bosque Water Supply Corporation

Rick’s past community involvement also includes serving as Chairman of the Greater Waco Chamber of Commerce, President of the Waco Business League, Chairman of the Baylor/Waco Foundation, Founder and Chairman of the Greater Waco Sports Commission, and as a member of the Baylor School of Engineering Advisory Board.

Drawing on his extensive professional and civic experience, Rick understands the key issues facing McLennan County, including promoting economic development and job creation, ensuring fiscal responsibility while maintaining low tax rates, expanding workforce training and development initiatives, securing sustainable water resources, planning for future infrastructure needs, and addressing mental health challenges through innovative, community-based solutions. To deliver results, Rick is committed to responsible governance, strong economic growth, forward-thinking infrastructure, and community well-being.

Rick and his wife Elizabeth reside in Woodway and have a family farm outside of McGregor. They are proud parents to four sons: Ross, Kyle, Jack, and Cade.
